Council approves new rules for event centers, permits and limits on alcohol and hours

The Pine Bluff City Council on May 18 adopted amendments to Chapter 29 of the city code that define and regulate event centers and banquet halls, add permit and inspection requirements, and set operating conditions including a 12 a.m. closing time and restrictions on off-premise alcohol.
The ordinance defines event centers and lists zones where a use permit on review (UPOR) is required; it requires inspections by the fire and inspection and zoning departments and a temporary business license to operate, sets an application fee, and requires on-site security for events (a licensed armed security guard or certified law enforcement officer) when applicable. The planning commission must review applications for compatibility with adjacent land uses, parking and circulation, and public-safety conditions.
Council moved to suspend the rules to place the ordinance on second and third readings during the same meeting and then voted to adopt it on final reading; roll calls were recorded and the motion passed. Council discussion during the meeting focused on appropriate conditions for UPORs, hours of operation, and enforcement language.
What’s next: The ordinance takes effect 31 days after adoption; existing event centers that remain in operation are grandfathered until they cease operation or are converted.
