Struthers council leans to zoning option four, moves three routine measures forward

At its meeting, the Struthers City Council discussed proposed zoning map options and moved three pieces of legislation to the next stage of consideration.
Council members said option four appeared clearest and easiest for residents to interpret and generally agreed to proceed with that map, with plans for three readings and public notice. "Four just seems sectioned off the best," a council member said during deliberations.
On legislation, the council moved to bring out an ordinance appropriating "the sum not to exceed $150 from the 2026 general fund" for an Anvets Post Memorial Day contribution. Members also moved and seconded a resolution authorizing Struthers to enter a partnership with a neighboring city and Mahoning County to apply for a 2026 Community Housing Impact and Preservation (CHIP) grant through the Ohio Development Services Agency; the transcript records that the county would be designated grantee if awarded.
Councilors additionally moved to bring forward a resolution adopting the city's Title VI program for transit-related activities under Ohio Department of Transportation Section 5310, including designation of a Title VI coordinator and authorization of required certifications and assurances. City staff said the Title VI paperwork is routine and needed to apply for senior-van grants and similar funding.
Each of the three items was moved and seconded during the meeting; the transcript does not record roll-call tallies or final adoption votes in the meeting record. Council members also discussed parks work (sledding-hill improvements and potential Eagle Scout projects) and downtown façade and paving timing ahead of a July 12 event.
