City to remove underground storage tank found at Harborside Park; monitoring costs to be paid from city ordinance

Council members were told March 2 that contractors working on Rebuild by Design uncovered an underground oil storage tank at Harborside Park. Director Theorfield said the city had done preliminary exploration last November and now needs additional delineation, monitoring and reporting work to remove the tank and ensure contamination is addressed.
The administration described the next steps as hiring an LSRP (Licensed Site Remediation Professional) to remove the tank, perform sampling and monitoring, and file required reports. Director Theorfield said the earlier contract covered preliminary exploration and that additional work is now necessary based on those findings.
Council members asked where the tank sits on the site and whether the discovery was budgeted. Staff described the location as the L‑shaped corner near the waterfront walkway and said monitoring on the walkway is technically the city’s responsibility; work on park property tied to Rebuild by Design is being paid by the project, but the city must fund and report on the walkway monitoring.
When asked whether the cost had been budgeted, officials said the expense is new; they plan to fund the work through an existing ordinance that previously paid for walkway improvements in that area rather than Rebuild by Design money. Council members asked for firm construction and remediation timelines from the Rebuild by Design team and requested follow‑up information on expected costs and reporting milestones.
The caucus produced no vote or formal action on the matter; staff committed to provide additional details and maps to clarify exact locations, timelines, and funding sources.
