Council presses administration over delays, funding shifts at Glen Line Park

Council members on Sept. 3 questioned the administration about delays and shifting priorities at Glen Line Park after residents reported little visible work despite prior council allocations.
The council said it had previously approved an authorization in May for Hodford/Hardford Paving to resurface walking paths (about $74,999) and that earlier capital action had increased the parks capital balance by $150,000 for field lighting. Members asked whether a contract had been executed, why highway crews had done patchwork instead of an overlay and where the remaining allocated funds are.
DPW Director Dan Borges told the council that highway crews performed crack repairs and preparatory patching to enable proper overlay work, that about $15–20K has been spent on solar lights and fence replacement, and that the administration has been holding the PO for the overlay while prioritizing resurfacing the basketball and tennis courts and installing a pickleball court. He said the city is pursuing unit-price bids and an RFP for fence work so funds can be used to achieve the most improvements across the park.
Council members requested a written accounting of funds paid to vendors, encumbered POs and what remains available, and asked for an update by the end of the week. Administration staff agreed to provide a breakdown of what was paid, encumbered and remaining so the council and residents could track progress.
