South Lake Tahoe council forms ad hoc committee to update local ethics policy

The South Lake Tahoe City Council voted unanimously to appoint an ad hoc committee to lead a public process to update the city's local ethics policy.
City Attorney Mr. Straoud explained that the existing local ethics resolution dates to 1992 and differs in several respects from state rules under the Political Reform Act (gifts, honoraria and post-employment restrictions). He outlined options for the council: retain a rules-based code that mirrors state law, adopt a values-based code applying to elected and appointed officials and volunteers, or combine approaches. "Our ethics policy has a cumulative gift limit of $1,000," the city attorney noted as an example of where local rules diverge from state thresholds.
Public commenters urged modernization. Miss O'Hare told the council: "It's odd to me that this covers appointed officials but not elected officials," and recommended that the city align local terms with Fair Political Practices Commission language and make rules enforceable. David Gregor urged inclusion of incompatibility provisions from government code where appropriate.
Council members agreed that the topic merits public input and deliberate drafting rather than a rush. They appointed Council Member Heather Han and Council Member Scott Robbins to an ad hoc committee to develop a draft, convene public workshops and return recommendations to the full council. The motion to form the committee carried unanimously.
