Mobile County Commission approves park contracts, road easements and utility relocations

The Mobile County Commission approved a slate of procurement and property actions, including park planning and design contracts, a multi-year special-purpose lease, right-of-way payments and agreements with Alabama Power for utility relocations.
Commissioners approved a master services contract with Watermark Design Group to provide planning and design services for the Mobile County Park Initiative and an amendment with Watermark for the Chikas Beach and boat ramp project for bidding and construction administration services (pending legal review). The commission also approved a master services contract with Duplantis Design Group for additional professional services on the same park initiative.
The commission authorized a five-year special-purpose lease between Mobile County and Canon Farms for the Lauren Track property. Commissioners characterized the lease as a new award to the low bidder for continued agricultural and hunting use after the prior lessee failed to be the low bidder.
On transportation and utilities, the commission approved non-reimburseable agreements with Alabama Power Company to relocate utility facilities on public right-of-way for the Maddox Road and Lumpin Road drain, base and pave projects at no cost to the county. The body approved right-of-way and/or easement agreements totaling $79,823 for additional lanes on Cottage Hill Road and McFarland Road and $3,575 for Lundy Lane grade, drain, base and pave.
The commission also concurred with the Alabama Department of Transportation’s award of a traffic-signal-upgrade bid to Bagby & Russell Electric Co. and approved county matching funds for construction and inspection in the amount of $15,800.70. Separately, the commission approved supplemental agreement No. 1 with Harwell & Company to increase the resurfacing contract for Calio Road and College Parkway by $21,298.
Most items were moved, seconded and approved by voice vote; several approvals were noted as pending legal review. The agenda contained many routine contract and easement approvals and did not include public debate on the individual procurement items at the meeting.
