Middletown committee adopts bond ordinances, approves property sale and several first‑reading ordinances

At its Aug. 11 meeting the Middletown Township Committee adopted multiple bond ordinances and a property-sale ordinance, adopted a consent agenda and introduced three ordinances for public hearing Sept. 15, 2025.
The Middletown Township Committee on Aug. 11 adopted several capital and property measures and moved other ordinances to public hearing.
The committee voted to adopt bond ordinance 2025-3475, approving a $5,993,600 appropriation for various capital improvements and authorizing $5,241,987 in bonds or notes; and bond ordinance 2025-3476, approving $3,413,000 for open‑space improvements and authorizing $3,242,350 in bonds or notes. Both measures passed on second and final reading after no members of the public spoke on those ordinances.
The committee also passed ordinance 2025-3474 to authorize the sale of Block 276, Lot 12 pursuant to N.J.S.A. 48:12-1 (as cited in the meeting record) on second and final reading.
The committee agreed to table ordinance 2025-3473, which would have amended the township salary ordinance for noncontractual employees for 2025–2026; officials said the item will be re‑noticed and a future public hearing scheduled.
On first reading the committee introduced three ordinances and set public hearings for Sept. 15, 2025: 2025-3477 (establishing a government energy‑aggregation program), 2025-3478 (establishing a special service charge for body‑worn camera footage requests) and 2025-3479 (amending the code governing outdoor display of goods).
The committee adopted its consent agenda, covering resolutions 25-250 through 25-268, which included firefighter appointments.
Votes at the meeting were recorded by roll call. For items that passed on second reading, the five voting members listed in the record voted in the affirmative. The committee staff said notices and hearing dates will be published for the items introduced on first reading and for the tabled salary ordinance.
The committee adjourned after closing the public‑comment period. The hearings for the introduced ordinances are scheduled for Sept. 15, 2025.
