Community Partnerships Committee to forward permits, camping and DORA time change for August 'Doughnut Jam' events

The Community Partnerships Committee unanimously moved to forward a recommendation to council on three related pieces of legislation to support the Aug. 21–22 Doughnut Jam and Tour to Donut events.
Chair Mrs. Westwall said the package is "pretty much identical to prior years" and described the measures: an agreement with Can't Stop Running to hold the race primarily on Aug. 22 (including permission for overnight camping in Troy Community Park), a notwithstanding agreement with Troy Main Street Inc. for the Doughnut Jam and related activities, and an ordinance to formally set the DORA start time on Aug. 22 to 10:00 a.m.
The move to extend the DORA start time was presented as a logistics change to accommodate riders who arrive early after the race. "They're requesting the door hour start time would be extended back an hour to 10:00 a.m.," Mrs. Westwall said. She also noted that Troy Main Street does not plan to file for a temporary liquor permit and intends to use only DORA-licensed vendors for alcohol service.
Mrs. Westwall reported that the park board has recommended the request to council to allow overnight camping in Troy Community Park as part of the race weekend. Committee discussion was brief; one committee member said, "Both great events, we've had no problems in the past," and members expressed support. The committee did not request emergency consideration for the measures.
A motion to proceed was made and recorded as unanimous; the committee voted to forward its recommendation to council for action. The committee then adjourned.
