City outlines short‑term fixes and regional meeting to address recurring flooding on FM 1103

Cibolo city staff told the council on May 26 they are pursuing short‑term and regional steps to address recent, recurring flooding that has stranded residents and impeded school buses and emergency services.
City staff reported pursuing a one‑day lane closure with TxDOT to perform work intended to remove a source of recurring flooding on FM 1103. Mr. Reid said the closure would be limited to “one day of pain for a removal of a recurring safety issue,” and that TxDOT review of a draft letter and scheduling was underway.
On regional coordination, staff confirmed a June 10 meeting with multiple partners — Guadalupe County, Alamo Area Council of Governments, the Texas Water Development Board, the school district, and regional rail representatives — to discuss comprehensive flood impacts and mitigation. Mr. Reid said the school district and county had already confirmed participation and the city continued to seek confirmation from TxDOT and Union Pacific Railroad.
Public works also reported progress on the Main Street sidewalk across the Union Pacific tracks. Assistant Public Works Director Margarita Hernandez said staff had installed signage required by the MUTCD and anticipates completing pavement markings by June 12; the city will meet with TxDOT and Union Pacific in early June about traffic signal timing at FM‑78 and Main Street to reduce vehicle queueing to the railroad tracks.
Next steps: Staff will seek to schedule the one‑day closure, complete pavement markings, and bring regional partners together for the June 10 meeting to develop a coordinated mitigation approach. Staff said it will communicate schedules to affected HOAs and neighborhoods in advance.
