Haskell County adopts rules to manage donated emergency support funds after Methodist Ladies gift

Haskell County Commissioners voted unanimously to adopt Resolution 312638, establishing rules for the use and management of donated emergency support funds after a recent gift from a Methodist Ladies group.
Shannon, speaking to the commission, said the donation was intended to help feed and supply first responders during extended incidents. "They were very generous in providing me a check ... to help pay for those foods and that support," Shannon said, and asked that the funds be restricted so they are accessible only when the county's emergency support role is formally activated.
Shannon said activation would occur when she is "activated through the sheriff's department, through the board of county commissioners, through an incident commander or through the fire association," and that approved uses would include food, water and other basic hydration support. She added that short responses — "if you're out on 30 minutes on a fire" — would generally not qualify; the funds are intended for extended operations.
Commissioners moved and seconded the resolution and recorded unanimous approval.
The rules adopt a limited scope for expenditures tied to confirmed activations and designate internal controls to ensure donated funds are used only for the stated emergency purposes. Commissioners also acknowledged receipt of the donation check and thanked the donor group.
The action follows the board's regular agenda items and does not, by itself, create new emergency authority beyond the county's existing activation procedures.
