A summary of actions the Richlands Town Council approved on Nov. 12, 2024:
- Tobacco Commission award acceptance (grant $2M + loan $2M): Approved unanimously. - Tourism Zone ordinance 0224‑1101: Adopted unanimously. - Technology Zone ordinance 0224‑1102: Adopted unanimously. - Solar ordinance 2024‑11103: Adopted unanimously. - Imagination Library MOU (ZIP 24641): Approved unanimously. - Little League MOU renewal: Approved unanimously. - Richlands Youth Baseball Club (RYBC) MOU: Approved unanimously; RYBC to maintain fields March 1–Oct 1, town maintains Oct–March. - Recommendation to include Section House repaint ($23,000 low bid) in FY2026 budget: Motion carried; staff will finalize contract contingent on budget approval and insurance/references. - Master services agreement with Miguel Engineering (on‑demand engineering): Approved unanimously. - Master service and other contract items were approved by roll call votes as presented.
Several items received only initial consideration: the generator capital account ordinance (first reading) and the repeal of the Recreation Commission ordinance (first reading) were discussed and will return for further action. After an executive session, the council approved a Cedar Bluff agreement as amended and adopted a resolution to amend two charter provisions (see separate item).
