Nate, speaking for Manchester DPW, and consultant Mike D. Rosa presented a multi‑component Atwater Avenue project to the Conservation Commission. The work includes sewer and water extensions toward Kit Glass Road (in preparation for possible future municipal site moves), installation of a sidewalk (to be extended into the current turf area on the road edge), and relining an arched culvert beneath the roadway using a fiber‑mesh spray liner during a low‑flow period.
Rosa said the culvert relining will be carried out with temporary bypass piping (stacked 24‑inch bypass lines) and sandbags to center flow while crews spray the liner; the arch will remain in place and the temporary bypasses will be removed when complete. The design keeps most activity within the roadway footprint but requires careful staging where resource areas and a riverfront corridor (Sawmill Brook) are adjacent.
Commissioners agreed to a site walk to inspect delineation and the sidewalk footprint; a Dec. 6 visit was scheduled (8:30 a.m.) and the matter was continued. Staff noted that more detailed delineations and photos would be helpful for review before construction specifications are finalized.
