Summary

The Pine Bluff City Council took the following actions in tonight’s session.
• Approved a resolution authorizing the mayor to execute a memorandum of understanding with the Center for Community Progress for up to 300 hours of Walton-funded technical assistance (item 10). Vote: unanimous voice/roll-call.
• Adopted a resolution authorizing a forensic audit contract with UHY Advisors to review fiscal-year records (2023–24) and special-tax fund activity (2018–2024); staff said up to $300,000 in carryover funds are available to support the engagement (item 9). Vote: unanimous voice/roll-call.
• Authorized the mayor to execute an agreement with Blue Cross Blue Shield for city employee health coverage effective Jan. 1, 2026; staff said competing quotes ranged from a 21% renewal (incumbent) to roughly an 8% increase with Blue Cross (item 14). Vote: unanimous voice/roll-call.
• Amended and adopted a resolution to place nuisance-correction costs on tax books with lines 16–18 on page 15 removed for further review; the amended resolution was adopted (item 5). Vote: unanimous voice.
• Authorized the street department to purchase an asphalt-repair machine and amended the resolution to source funds from the street department carryover/fund balance (capital/heavy machinery); council documented available carryover for the purchase (item 15). Vote: unanimous voice.
