The Pine Bluff City Council voted to authorize the mayor to execute an agreement with Blue Cross Blue Shield to provide health insurance for city employees, officials and dependents effective Jan. 1, 2026.
City staff and the broker told the council that the incumbent carrier’s proposed renewal would have increased annual costs by about 21%, while the Blue Cross proposal represented an approximately 8% increase from current rates. "Eight percent versus 21% — that's a big jump," a council speaker said during the discussion, and staff emphasized that the lower increase would have a material effect on the municipal budget and employee premiums.
Council members asked about enrollment logistics and whether employees would need to re-enroll; staff said the census will transfer and employees who want no changes would not need to complete a new application, but the city will host enrollment support and distribute plan materials. Several councilors expressed reluctance to change carriers frequently, but the majority agreed switching to reduce an immediate steep increase was the prudent choice.
The council adopted the resolution authorizing the mayor to execute the Blue Cross agreement; staff said open-enrollment actions and ID-card distribution will be coordinated so coverage transitions smoothly on Jan. 1.
