Oxnard committee approves easement assignment, equipment purchase and four on-call contracts

Easement assignment: Public Works recommended assignment of an easement and authorization for the mayor to execute deed A8622 and transfer agreement A8623 with Kayas Municipal Water District for APN 570-270-015 related to the Kayas-Ventura interconnection. Committee members offered no substantive questions and moved the recommended action; the motion carried 3-0.
Equipment purchase: The committee approved a purchase order with Quinn Company not to exceed $573,818.15 for one new Caterpillar Inc. Model 950 wheel loader for the Environmental Resources division, procured using the Sourcewell cooperative purchasing agreement.
On-call construction management and inspection agreements: Staff presented four on-call agreements, each with an initial three-year term (July 1, 2026—June 30, 2029) and options for two one-year extensions, with not-to-exceed amounts of $500,000 per vendor. Morgan Kesler, city engineer, said the on-call contracts fill staffing gaps for construction management and special inspection on a range of capital projects and allow the city to supplement in-house resources as needed. Public works director Michael Wolf noted project budgets typically fund such soft costs. A virtual speaker asked about consultant liability and oversight; staff said consultants are monitored by city project managers and that recommendations from contracted inspectors are evaluated and approved by city engineering staff.
All motions on those agenda items passed 3-0.
