Council introduces bond ordinance to fund Fifth Avenue sewer replacements; construction slated for late summer

At the July 1 meeting the Bradley Beach Borough Council introduced Bond Ordinance 2025-9 to amend a prior 2023 bond ordinance and increase funding for sewer improvements on Parkplace Avenue and Fifth Avenue.
Mayor Guboszi explained the change reflects a policy decision to replace sewers rather than line them because lining would not fix laterals and can impose additional liability on residents. The ordinance increases total appropriation and bond authorization to cover replacement costs and lateral work.
Separately during communications, Councilman Noiki and borough staff provided a timeline for the Fifth Avenue project: award of the project is planned for Aug. 5, construction is expected to begin Aug. 25 with substantial completion anticipated by late October or Nov. 1 (separate resurfacing work to follow). Staff said they will coordinate schedules to limit impacts to school traffic and will send letters and door-knock to affected residents ahead of work.
Council members voted to introduce the ordinance and to consider amendments to the 2025 capital budget (Resolution 2025-237) to reflect program timing. The council emphasized coordination among engineer, CFO and clerk to ensure bonding, permits and grant commitments are in order before mobilization.
