At the start of the meeting staff noted the board may not have a quorum and suggested postponing approval of the minutes and any votes. A board member reviewed a large fee spreadsheet and called out two proposed changes: an adjustment to the replacement onsite wastewater-system permit fee to align with renewal fees, and a swap of the current late fee ($75) and expedited fee ($50) so expedited permits would carry the higher charge. Staff said most programs aim for approximately 20% revenue over program cost and, based on current numbers, did not recommend broad fee increases for 2027.
Because of the quorum concern, members agreed to move any formal voting to the next meeting so the board could consider the fee changes with a full membership present.
