Nutley commissioners send proposed water and sewer rate changes to second reading

Commissioner Scarpelli introduced Ordinance 3606 to amend township water regulations and rates, saying outside water purveyors had raised their prices (he cited Pacific Valley at 7.3% and North Jersey at 8.87%) and that the township utility faces increased costs for pensions and employee benefits. The ordinance would raise rates by about 8% and increase some minimum charges; it was moved to second reading and advertised as required by law.
Ordinance 3607 would change sewer billing by averaging a customer’s usage across the third and fourth quarters (rather than the third quarter only) to smooth seasonal billing impacts, a change officials described as fairer to customers. Commissioners said the change reflects rising sewer provider costs and continued pressure on utility budgets.
Commissioner Evans cautioned that continuing external rate pressures may require additional adjustments in future budget cycles; Commissioner Tucci supported averaging to reduce customer impact. The board did not adopt final rates on March 3; both ordinances were advanced for a second reading and public hearing on April 7, 2026.
No final vote on rate increases occurred at the March 3 meeting; the public hearing on April 7 will be the opportunity for formal adoption or amendment.
