The Millcreek Authority voted unanimously to approve a professional services agreement with Kate and Co. to manage outreach for the Millcreek Momentum development. The board approved the contract after a discussion of deliverables and reporting requirements.
Mr. Waldinger presented the memorandum recommending a single local firm and said the proposal is for $4,000 per month with an additional $4,000 fee for an annual report. The scope described includes communications strategy, graphic design and asset creation, social‑media strategy and management, customer‑relationship management and event planning and execution. He said the authority would retain final approval of any content the firm posted and that the firm would host and manage website content on the authority's behalf.
Board members pressed for more granular performance targets and regular accountability. One member recommended requiring monthly status reports that break down what is being spent and what deliverables were produced; Mr. Waldinger said that social accounts were created only in mid‑February and that analytics and an initial press report exist but that more detailed metrics could be written into the professional services agreement.
A member also suggested quarterly in‑person updates from the contractor or a designated point person (mentioned in discussion as “Sam”) so the board could ask questions and the public could receive visibility. Mr. Waldinger said the contract could be drafted to require that level of reporting.
A motion to approve the contract was made and seconded; the board recorded affirmative votes from Mrs. Clare, Mr. Wardy and the chair and approved the agreement. The board directed staff to complete final review with Attorney Shaw and to authorize the chair to sign the agreement once the attorney has accepted the contract language.
The authority’s next steps are to finalize contract language that includes the requested reporting and performance‑metric provisions and to return signed agreements to the board as required.
