Belvidere council approves software renewal, mowing and multiple infrastructure contracts

The council approved a one‑year subscription renewal, with a motion from Alderman Stevens and a second from Alderman Peterson. "This is the records management enterprise suite that we utilize," Shadel said during his presentation.
The council also approved three mowing contracts from a single proposer, JSV Landscaping, after staff said the public bid opening produced no offers. Assistant Director Jordan Kek explained staff solicited proposals directly from vendors and received one viable offer. Kek said the difference in per‑acre pricing from past years reflected both a prior contractor bidding error that the city honored and an increase in acreage to be mowed. The council approved separate motions to contract JSV for water‑department sites, public‑works sites and Farmington Ponds with the specified department line items covering payment.
Two capital awards were approved for the city’s water and sewer systems. Director Anderson recommended accepting DPI Construction’s low bid of $389,459.78 for the Logan Avenue water‑main replacement (Prospect to business route 20); the council approved the award and will fund it from the water depreciation account. Anderson also recommended awarding the final phase of sanitary sewer manhole adjustments to Current Contracting for $245,000; the budget included $300,000 for the work.
On wastewater plant maintenance, Assistant Director Kek requested and the council approved waiving competitive bid requirements for manufacturer Centricus to perform factory repairs to the THK200 thickening centrifuge, and approved the repair proposal not to exceed $45,241. Kek told the council the plant can operate on one centrifuge but needs the backup to avoid increased operational pressure.
The motions in each case passed with council vocal assent during roll‑call style votes. The meeting adjourned at 6:48 p.m.
