City procurement staff presented a proposed update to the procurement policy to adjust delegated purchasing authority for staff.
Staff said the existing $30,000 threshold dates from more than 20 years ago and no longer reflects current prices for routine equipment such as police vehicles. The proposal would raise the threshold to $70,000, allowing the city manager and department heads to authorize purchases up to that limit while maintaining state competitive-bid requirements and requiring council approval for purchases above $70,000.
The presenter said the change aligns West Valley City's threshold with many peer jurisdictions and would not authorize unbudgeted spending — items needing additional funds would still require a budget opening or separate council approval. Council members asked clarifying questions about scope and budget controls but did not take final action during the study session.
