The Carver City Council voted to adopt Resolution 116‑25 approving annexation of roughly 114 acres as the first phase of a larger Somefield/Summergate concept, staff said.
City staff explained that annexation at this stage grants the city land‑use authority needed to process later applications such as preliminary plats and rezoning. "The township then gets $500 per acre to make up for loss taxable income," a staff representative said, describing terms in the city’s orderly annexation agreement with Delgrin Township. Staff said the township and the state Office of Administrative Hearings each have 30 days to review parts of the application process.
The annexation parcel is tied to a broader development concept the council reviewed in April, which staff described as roughly 2,500 units across multiple phases; staff said phase one of the concept is approximately 114 acres and about 255 homes but that the concept is preliminary and subject to environmental review and platting changes. "Phase one is generally here... about 114 acres, 255 homes," the staff representative said.
Staff emphasized that default zoning on newly annexed land is agricultural until the city processes any rezoning requests, and that the annexation alone does not authorize subdivision or zoning changes. Council members asked questions about tax timing, property ownership status and the proposed location of a park within the phase‑one area; staff confirmed the packet does not show landowners as sold or under contract and said the park's exact placement remains subject to change.
Council moved to adopt Resolution 116‑25 "approving annexation of property in accordance with Orderly Annexation Agreement 1428." The motion was seconded and passed by voice vote; staff will forward the application to the state Office of Administrative Hearings for its review.
Other items at the meeting included routine agenda and consent approvals, an update that Mike Swinson is scheduled to attend a July 7 meeting to discuss a related energy project, seasonal events updates including the farmers market, a note that the state's capital package includes a $9 million flood mitigation allocation, a planned community food donation drive, and a notice of upcoming fiber and equipment upgrades scheduled by an outside provider next year.
The council adjourned after approving the annexation resolution and routine business.
