Committee approves $140,000 agreement to build four affordable homes in Southside

The High Point Finance Committee on May 28 approved a $140,000 agreement with Community Housing Solutions to construct four affordable homes in the Southside neighborhood.
Community Development and Housing Director Dino Wilson told the committee the units — located at 812 and 814 Mobile Street and 821 and 822 Hilltop Street — will be funded with HOME federal funds and construction is expected to begin in July, contingent on adoption of the city’s FY26–27 budget by the mayor and city council. "Community Housing Solutions has proven to be a valuable partner in the city's affordable housing development efforts," Wilson said, urging approval of the agreement.
Wilson said CHS will use general contractor Brandon Hawks on the project and noted the city has partnered with CHS on similar projects for about 10 years. A committee member asked whether the $140,000 represented the city’s full committed amount for the units; Wilson replied that the agreement reflects the city’s commitment and staff has not experienced overruns on past CHS projects with the contractor.
The committee voted to approve item 2026-174 by motion and second. The agreement is contingent on the availability of HOME funds in the FY26–27 budget and requires appropriate execution of documents by city officials.
Next steps: staff to coordinate with CHS and the contractor on construction timelines and to confirm funding after the city budget is adopted.
