Council members spent an extended portion of the May 26 meeting debating a request (Communication J) to grant exclusive use of 10 municipal parking spaces in a city-owned lot (Curtis Place/Yaler lot) to Alchiller Building LLC to facilitate redevelopment at 509 Campbell Avenue.
Developer presentation and council concerns: Vasanche Duce ("V" of V Construction) said the parking commitment was a prerequisite for financing and for any developer to proceed. The proposal would reserve 10 of roughly 66 spaces for the building’s residential tenants and help the project meet planning-and-zoning parking requirements. Councilmembers and city staff pressed for enforceable conditions: the commitment should be contingent on planning-and-zoning approval, a certificate of occupancy that confirms the residential use, agreed exterior design standards, responsibility for signage/maintenance/insurance, and a defined period for the reservation. Members also raised questions about successors and assigns (what happens if the property is sold), whether parking-commitment language should name the specific LLC, and how to avoid ceding permanent control of public spaces without clear benefit to the city.
Outcome: After lengthy legal and policy discussion about possible wording and safeguards, the sponsor withdrew the communication for rework. Councilmembers asked the mayor’s office, planning staff and legal counsel to draft language tying any future commitment to specific project approvals, design standards and enforceable performance conditions before returning to council.
