Members push bills to improve VA financial transparency and recover funds for care

Several members urged statutory steps to restore financial accountability at the Department of Veterans Affairs and to ensure recovered funds are reinvested in care. Chairwoman Kiggins and witnesses discussed the Vets Clear Act, which would strengthen collections and direct recovered third‑party payer funds to the Medical Care Collections Fund (MCCF) to support facility care.

General Bergman and other members urged codifying a clear Chief Financial Officer role at VA through the VA Fiscal Management Modernization Act, saying clearer lines of responsibility are needed after prior budgeting shortfalls and unspent carryovers. Witnesses, including the American Legion and a budget expert, argued that a stronger CFO and a Congressional Budget Information Office inside VA would improve transparency and help Congress get timely data.

On recoupment, Representative Self and witnesses described a statutory gap that limits VA’s ability to recoup bonuses and relocation payments from former employees; several witnesses said 38 U.S.C. provisions allow recoupment from current employees but are ambiguous about former employees. The VA Bonus and Relocation Recovery Act would explicitly extend recoupment authority to former employees; VA said it evaluates recovery actions under existing statutes and due process requirements and will provide more detail in follow‑up submissions.

VA witnesses supported the goals of better stewardship and said returning recovered funds to the MCCF increases local facility flexibility, though they noted implementation concerns (IT changes, contract renegotiations, and resource implications) that the department flagged for several bills.

What happens next: members asked VA for more granular financial and implementation data. Lawmakers signaled intent to press for statutory clarifications that would make financial management more auditable and would close perceived recoupment loopholes.
