Board approves special education annual plan; division will submit for state approval

Dr. McCormack presented the Special Education Annual Plan application and asked the board to approve it for submission to the Virginia Department of Education. "The purpose of the special education annual plan is to assure that all children with disabilities have available to them a free appropriate public education," he said.
He reported Campbell County Public Schools served 1,268 students with disabilities on the December 1 snapshot — about 21 more than the previous year — and walked the board through eight plan sections, including assurances, services for students in local/regional detention facilities, implementation of the prior year plan, maintenance of effort, comprehensive coordinated early intervening services (CCIS), proportionate set-aside for parentally placed private-school and homeschooled students, and the distribution of federal funds under Sections 611 and 619. Dr. McCormack said the district projects a proportionate set-aside of $96,000 for parentally placed/private-school and homeschooled students with disabilities.
He summarized that the division received 36 of 40 possible points on the local determination portion of the annual performance report, a rating of "meets requirement." After brief questions (including whether the division serves students detained in juvenile facilities; Dr. McCormack said not in recent years), the board moved, seconded and approved the plan by voice vote. The superintendent's office will submit the approved application to the Virginia Department of Education; award amounts are expected to be released sometime this summer pending state approval.
The plan presentation included budgetary details: Dr. McCormack said Section 611 funds support 20 full-time special education teachers, two specialists and six teaching assistants, and Section 619 helps fund one full-time early childhood special education teacher; the district noted local/state funds are used to cover salary and benefit shortfalls for federally funded positions.
