City to include existing rollback figure on assessment notices while awaiting tax digest

City staff told the council that, because of recent state changes, the county requires an estimated rollback rate to be included on notices of assessment even though the city will not have the tax digest needed to calculate a final millage until later this summer.
"We have to give the county an estimated rollback rate that they can put on the notices of assessment," Matt said, adding that the estimate is not a tax rate but a figure for the assessment notice. Staff recommended carrying the existing rollback figure forward — the current millage/rollback at about four mills — and revising the figure once the tax digest and final calculations are available.
Staff discussed the timing and uncertainty: digest data is expected in June or July, and any final millage-setting will follow the city’s usual schedule. Council members asked clarifying questions about how the notice differs from the final millage and how future adjustments will be presented to residents.
