At its March 2 meeting, the City of New Carlisle City Council approved Resolution 2026-07R, authorizing an addendum to the city's contract with Swim Safe Pool Management Inc. to manage the municipal pool for the 2026 season and provide swim lessons.
City staff explained the addendum assigns Swim Safe responsibility for hiring a certified instructor, advertising and pricing for lessons; the contract language in the packet states Swim Safe would retain lesson revenue under $500 and split revenue above $500 50/50 with the city. Staff told the council the figure was chosen as a rough threshold to cover modest start-up costs, and that Swim Safe does not expect significant lesson revenue in the first year.
Several council members said the dual-line revenue treatment in the contract packet read oddly and asked staff to "tidy up" the language before finalizing administrative details. Council discussion included the public-safety rationale for offering lessons and a future goal of providing free lessons to city children if the program proves sustainable.
The resolution was moved and seconded and passed on a recorded vote with affirmative votes from Vice Mayor Shammy, Mayor Lindsay, Councilman Bond, Councilwoman Grub, Councilwoman Wright and Councilwoman Egleston.
