At its June 20 meeting the Silver Spring Township Authority approved Payment #2 of $134,110.26 to Conewago Enterprises (Contract 2024‑01) for construction of a sludge holding pad at the Millfording Road wastewater treatment plant. The payment leaves a remaining contract balance of $420,383.86, according to the motion recorded in the minutes.
The board also approved a maintenance bond release for the Silver Preserve Phase 2 development (bond amount $51,549 for an 18‑month term from acceptance of sewer facilities) and approved a bond reduction for Spring Creek Farm Phase II in the amount of $251,039.50, lowering that bond to $126,051.50.
On staffing, the Authority approved three hires for the treatment plant and collection system: Aiden Demsey as a part‑time maintenance laborer, and Emilio DeJesus and Michael Worona as operators‑in‑training at the Millfording Road WWTP. The motions to authorize the hires originated with Chairman David Weihbrecht and carried without recorded roll‑call tallies.
Treasurer and manager reports included the board's June expenditure approvals: Sewer Revenue Account expenses of $164,974.92 (which include $821.77 in Township stormwater fees transferred to the township), Capital Reserve Account payments of $759,206.43 and Developers' Account payments of $10,402.50.
Finally, the board directed staff to develop a long‑term (10‑year) capital needs budget for the treatment plant and collection system, to be ready for staff review by September and for consideration at the November 2024 budget workshop as the Authority prepares its 2025 operating and capital budgets.
Next steps: staff will continue contract oversight for the sludge pad project, implement the authorized hires, and produce the requested capital planning document for board review.
