School Committee warns of Title I volatility, readies town meeting presentations and frames Alden feasibility study

The Duxbury School Committee received several fiscal updates ahead of the town meeting. Administration reported that FY27 Title I allocations use lagged federal census data and that the district is projected to be just above—but within one percentage point of—the eligibility threshold, creating a risk that Title I funding could drop or be reduced. Officials said districts will receive final allocations in June and that the district is preparing contingencies, including proposing that some Title I-funded positions (for example, math tutors) be moved into the operating budget in the FY27 proposal to protect services if federal funds drop.
Committee members were briefed on the FY27 governor's preliminary budget and the district’s efforts to publicize the school committee’s recommended budget (Article 5B), which would restore roughly 18 positions lost the prior year and implement universal full‑day kindergarten if the override passes. Administrators said they will provide short, clear materials at town meeting and one‑page handouts to counter misinformation.
The committee also discussed Article 12, a feasibility study for Alden School. Administration and the building committee emphasized that the vote would fund a study, not a construction project, and that rejecting the study now would require restarting the MSBA process later. The committee reviewed reimbursement examples, temporary debt exclusion framing and homeowner cost estimates to be used in town meeting outreach.
Members requested that the administration include an itemized list of past capital and emergency expenditures for Alden to demonstrate incurred costs and to show why a feasibility study is needed. The committee scheduled presentations at town meeting and asked staff to prepare visuals and concise slides for the town meeting audience.
