The Jenks City Council and affiliated bodies took multiple routine but consequential actions at special meetings on March 11.
Council approved Ordinance 1682 to rezone a parcel at 634 W. 101st Place from AG (agriculture) to CS (commercial shopping) to match surrounding properties. Planning staff told council the change will require platting, engineering and site-plan review before construction; the council voted yes on a roll-call vote.
Council also approved Ordinance 1681, amending Chapter 7 of the Jenks Code to clarify the definition of surplus property (changing the test to a “city purpose”), to permit the city manager to declare personal property under $25,000 surplus, and to allow third-party agents to sell specialized surplus items (for example, police drones). The ordinance removes a conflicting clause that allowed council to waive competitive bidding. The council approved the ordinance and separately approved the ordinance’s emergency clause.
On parks programming, the council approved a lease and management agreement with Brinke’s LLC for Park West softball fields. The agreement runs through Nov. 30, 2028, with two one-year renewal options. Under the agreement Brinke’s will program and maintain fields inside the fenced complex and manage tournaments; the city will continue perimeter maintenance. Councilors asked staff to add a short, explicit restriction stating that uses outside the listed field programming require prior city approval; that language was included in the motion and the agreement passed.
The Jenks Public Works Authority approved Change Order #5 to the new central fire station contract (Voy Construction) in the amount of $58,987.47, bringing the revised contract to $4,777,994.66 and adding 75 days to the schedule. Council members discussed outstanding punch-list items and a reported patio slab drainage issue; staff said the items are being tracked and will be addressed as part of the change-order/punch-list process.
Why it matters: the rezoning clears a path for an automotive-service use to locate near Reasor’s and an adjacent car wash, the surplus-property changes streamline how small and specialty sales are handled, and the Park West agreement aims to restore tournament programming without adding a city staffing position. The fire-station change order keeps construction moving but raises typical post-construction oversight questions.
Votes at a glance: Ordinance 1682 (rezoning) — approved by roll call; Ordinance 1681 (surplus amendments) — approved; Emergency clause for 1681 — approved; Park West lease (Brinke’s LLC, with added restrictive language) — approved; Change Order #5, Jenks central fire station (Voy Construction) — approved. All recorded roll-call votes shown in the transcript were affirmative.
Next steps: zoning approval triggers platting and site-plan review; surplus policy changes take effect per the ordinance; staff will finalize the Park West lease and begin transition with Brinke’s if the contract terms are executed; construction punch-list items on the fire station remain under review and will be completed under the revised contract timetable.
