The Village of Waukesha board on April 9 awarded the 2026 road program base contract to Stark Pavement at a base bid of $420,756.65, opting to replace South Prairie Avenue with concrete rather than the lower-cost asphalt alternate.
Staff told the board five bidders submitted proposals for three bid portions (base bid — concrete for South Prairie Avenue, mandatory alternate one — asphalt on South Prairie, and alternate two — pulverize and overlay Donald Drive). Stark Pavement was the apparent low bidder on the base and alternates and is the same contractor the village used for the 2025 program.
At a village-set road budget of about $500,000, staff recommended awarding the base bid. Board members emphasized South Prairie’s status as a bus route and heavy-truck corridor and said concrete typically provides longer service life and lower maintenance for heavy traffic. Staff estimated concrete service life at roughly 30–40 years versus more frequent maintenance cycles for asphalt; alternate asphalt pricing quoted in the meeting was $334,239.65.
Trustees moved and seconded a motion to award the base bid only (no alternates) to Stark Pavement; the motion carried by voice vote.
The village will work with the contractor on project scheduling and specific construction details; the award stays within the approved road budget.
