Kathleen Growark, listed in the application as doing business as Insight, was identified in the agenda as the applicant; staff recommended the board find the modification non-substantial and approve it.
A board member asked for confirmation that the application was for modifications only and not a new tower; staff confirmed the work is to swap antennas and ground equipment. A motion to approve the minor modifications was seconded and carried by voice vote.
The approval allows Insight to proceed with the planned equipment replacement at the existing tower site without a substantial-review process. The village’s determination is administrative and tied to the village code’s size thresholds for non-substantial changes.
