Council forwards two blight/substandard studies — Habitat proposal and industrial parcel — to regional planning commission

The council referred two blight and substandard area studies (CRA areas 42 and 43) to the Hall County Regional Planning Commission for review: one to support a proposed Habitat for Humanity subdivision and another to enable sewer extension for industrial/flex development; both will return to council after planning-review (April 1 hearing, May 12 council return).
The council voted on March 10 to forward two separate blight and substandard studies to the Hall County Regional Planning Commission for review.
The first referral covers about 17 acres in northeast Grand Island (east of St. Paul Road and south of the Outfall Ditch) where Habitat for Humanity seeks to purchase land to build a single-family affordable housing subdivision. Staff and a consultant (Marvin Planning Associates) prepared a study finding legal criteria for blight/substandard designation; Habitat representatives said the site meets multiple statutory factors and asked council to send the study to planning for detailed review and eventual tax-increment-financing consideration.
The second referral concerns property at the northwest corner of Highway 2 and North Road owned by an applicant planning industrial flex buildings. Staff said sewer is not currently available to the site and that using CRA/TIF to extend sewer could unlock broader development and help a nearby subdivision (North View) resolve sewer access. Council referred that study to the planning commission as well.
Both items will be scheduled before the Hall County Regional Planning Commission (staff said April 1) and brought back to council for decision on May 12.
