Applicant Melissa Field Grove spoke in support of her application, identifying herself and describing her business as a convenience-style smoke shop. She told council she understands a liquor license is a privilege and said she would enforce ID checks and comply with state law: "I take that responsibility very seriously. I'm committed to strict compliance with Nebraska tobacco laws, careful ID verification, and responsible tobacco sales."
After closing the hearing, Council member Hosy moved to deny resolution 2026-56; the motion carried and the council denied the application.
