SCU ISD board approves limited out-of-district transfer program to boost under-capacity campuses

The Schertz-Cibolo-U City ISD board voted unanimously on March 26 to authorize a limited out-of-district transfer program, branded "Choose SCU," opening applications for certain under-capacity campuses for the 2026–27 school year.
Under the approved FDA local policy change, the initial launch will serve kindergarten through sixth grade at select campuses (Cibolo Valley K–4, Green Valley, Watts, Pascal K–4, and Wilder grades 5–6). District staff said the program is designed to strengthen enrollment at under-capacity campuses while preserving space for resident students.
Staff outlined application and eligibility procedures: an application window from March 30 to April 24, rolling reviews in order received, family notification by May 9 and a registration deadline in mid-May. Parents will be responsible for daily transportation; the district will not provide specialized transport for out-of-district students under this program.
Eligibility criteria cited by staff include an 85% or higher average in core subjects (with case-by-case handling where grades are not available), at least 90% attendance and no major disciplinary infractions. Accepted students must reapply annually and will be subject to ongoing audits; major conduct issues could trigger revocation of transfer privileges.
"We've worked through capacity modeling and identified grade-level openings so we can admit students while protecting seats for resident families," an enrollment lead said. Board members asked staff to provide a live tracker on application numbers; staff committed to timely transmittals and progress reports.
The motion to approve FDA local policy updates enabling Choose SCU passed 7-0. Staff will open the application portal and begin rolling review; the board requested updates on application volume and enrollment impact as the process proceeds.
