Mr. Wilkins told the board three firms submitted qualifications for the contract (Cowan Group Engineering, Garver, and Freese and Nichols) and that Cowan was recommended based on qualifications and prior work with the city. Mr. Carr, speaking later in the discussion, compared the work to a wastewater master plan done under 10 years ago and said the water study is intended to produce a capital improvement list tied to land use and zoning projections.
Trustees asked for clarification that the contract is for study and planning only; the presenter confirmed it is not a design-build contract and that it should yield a capital list of projects to coordinate with ongoing projects such as the Elm Street work.
