County backs application for wastewater merger/regionalization study for Star, Bisco, Cander

Economic development staff Savannah asked commissioners to adopt a resolution authorizing Montgomery County to submit an application for a wastewater merger/regionalization feasibility study on behalf of the towns of Star, Bisco and Cander.
Savannah said the towns have provided letters acknowledging participation and that Cander and Star are classified as distressed systems, which could raise the available grant amount for the feasibility study from the standard $50,000 to as much as $400,000. She said engineering partners (Wooten Company, LKC and local town engineers) have been involved in gathering data and could begin work quickly if the grant is awarded.
Commissioners asked about study timelines and capacity; Savannah said the county would need to act quickly if funding is awarded and that consultants were teed up to start work. After discussion the board moved and approved the resolution to submit the application before the April 30 deadline.
Savannah told the board the study would help determine whether regionalization, redundancy between treatment plants, or other infrastructure investments would best address capacity constraints and long‑term rate implications for the towns involved.
