Council sets FY2027 budget hearing for Aug. 17 to await county valuation updates

City finance staff, represented by Bill Bellnap, asked the Moscow City Council on March 2 to set the FY2027 budget public hearing date for Aug. 17, 2026. Bellnap explained that Idaho code requires cities to notify the county of their hearing date by April 30 and that the county’s new‑construction valuation process influences the city’s revenue estimates.
To avoid publishing inconsistent notices and the need to republish corrected figures, staff recommended moving the hearing one meeting later than customary so the county’s fourth‑Monday July values are available before publication. Bellnap said the later date preserves an additional meeting in September should supplemental hearings be necessary.
Evan moved to set the hearing for Aug. 17 and Sandra seconded; council voted in favor. The motion sets the required public hearing date and directs staff to publish the required notices and revenues/expenditures under Idaho law.
