Board approves E‑Rate supplemental funds, $3,000 insurance appropriation and $1,500 educator bonus

The Clarke County School Board on May 18 approved three budget-related motions recommended by its Finance Committee and finalized staff-related policy and calendar items.
Finance presenter Mr. Newty explained the items in the committee report. First, the board voted to increase the FY26 school capital fund appropriation by $13,579.75 to accept additional federal E‑Rate funds after a price increase; Mr. Newty said tech-bond funding would cover part of the local share so the additional amount requested is limited. The E‑Rate program provides discounts for schools and libraries on internet access, telecom services and network equipment.
Second, the board approved a $3,000 supplemental appropriation to record insurance funds intended for property-damage payments. Third, after deliberation the board approved a recommended $1,500 educator bonus for eligible contracted employees for FY26; Mr. Newty said the committee recommended the $1,500 amount based on fiscal feasibility and that the bonus would be contingent on receipt of state-appropriated funding. The motion read the specific state-contingent language and established a tentative payout date of June 15 if state funds are received by June 1; otherwise the bonus will be paid as soon as possible after state funding is received.
The board also approved two personnel-related policy changes (clarifying a support‑staff probationary period and allowing limited accrual of personal days for 10- and 11‑month employees) and set graduation dates for Clarke County High School: May 20, 2027 (with inclement-weather backup May 21) and May 18, 2028 (backup May 19). All motions were passed by voice vote at the May 18 meeting.
Board members said they sought to balance fiscal caution with support for staff while preserving operational buffers in the division’s operating fund; staff will forward the required paperwork to the Board of Supervisors and process the bonus once state funds are confirmed.
