Following a bond oversight committee review and a competitive selection process, the Tigard-Tualatin School District Board on April 6 unanimously approved awarding a pre-construction services contract for the Fowler Middle School project to Skanska USA Building Inc. for an amount not to exceed $279,730.
A member of the bond oversight committee described the pool of proposers to the board as highly qualified and praised district staff for running a competitive and professional procurement that attracted multiple firms. District staff said the robust slate of responses reflected both competitive construction-market conditions and the districtprogram's reputation for fairness in procurement.
Vice Chair Tristan Irwin moved the contract award and Director David Himes seconded the motion; the board voted unanimously in favor. The administration described the selection as the first major pre-construction step in the district's bond-funded facilities program for Fowler Middle School.
The award authorizes pre-construction services only; the motion and staff presentation did not authorize final construction contracting or bond spending beyond the stated pre-construction amount. The board thanked the bond oversight committee and staff for the procurement work and for attracting multiple qualified bidders.
Next steps: the district will proceed with pre-construction planning with Skanska under the approved limit and continue reporting to the bond oversight committee and the board as design, schedule and subsequent contract phases are developed.
