Clermont County commissioners approve vendor payments, multiple contracts and budget moves

The board adopted Resolution 031‑26 to authorize vendor payments totaling $919,625.30 and directed the county auditor to issue warrants in compliance with section 319.16 of the Ohio Revised Code. The motion carried on a roll call with the commissioners present voting yes.
On infrastructure matters the board awarded the 2024 landslide repair contract (project LS‑17‑25) for multiple townships for the lowest responsive bid of $88,981.90 and approved a contract award for the Water Resources Department maintenance building expansion and renovation in the village of Bavia. Joel Griff, director of the Water Resources Department, said the low bid for the Bavia project was the lowest responsive bid listed in the record (transcript lists approximately $278,000). The board approved the award contingent on release of the required purchase order.
The board also accepted final completion paperwork for the Failure Campus Improvement Phase 1 project and acknowledged a final payment of $123,467.76; Assistant County Administrator Ralph Lenny said the board’s record reflects a final adjusted contract price in the record as approximately $18,812,652.32 and that the closeout was largely clerical.
Commissioners approved Amendment No. 1 to a cooperative purchase agreement with Dura‑Last Roofing to adjust commencement and completion dates for roof replacements at county buildings at no additional cost, and authorized a two‑year extension of the county’s surveying services contract with McGill Smith (punch list name as read in the record) for up to $200,000 through Feb. 6, 2028.
The board adopted Resolution 032‑26 to file a $45,000 land‑use planning grant application with the Ohio Department of Agriculture, with a $5,000 in‑kind match, and authorized Bonnie J. Bachelor to execute the application.
Budget and personnel items approved included a set of personnel action forms and wage adjustments reflecting 2026 merit increases for bargaining unit employees represented by ASME Ohio Council 8 Local 3536 (effective Dec. 22, 2025), a countywide 1% adjustment to pay schedule minimums and maximums in Appendix 4.10, and supplemental appropriations for 2026 including $34,950 for inmate medical care, $9,245.14 for a probation retirement payout and $10,000 for telecommunications services.
The board briefly discussed a local water tower near Routes 132/131 after a resident inquiry; staff said the structure is not currently used, continuous chlorination made it costly to maintain, demolition quotes are being sought and demolition pricing was expected back by May.
The board entered executive session under Ohio Revised Code section 121.22(G)(1) to consider employment/compensation matters and returned with no formal action. The meeting adjourned following member comments.
