Committee members proposed a $25 three-day license (limit three such licenses per vendor per year) so vendors can trial the market without buying a six‑month or annual permit. The proposal would still require vendors to meet state registration and tax obligations; the committee said the short-term license could expand event vendor variety.
The committee also reviewed sign-permit fees: a proposed base application fee of $25 plus $1 per additional square foot. Several council members said nominal fees can still be a barrier when combined with sign purchase and installation costs and suggested waiving the fee while retaining design review and permitting to preserve downtown aesthetics. The committee recommended keeping the permit process but authorizing a policy to waive fees, or rewriting the fee schedule to remove charges for small downtown permits.
No ordinance or fee schedule change was adopted at the meeting; the committee asked staff to prepare language for council review and to consult the design committee for downtown standards. Council members noted that applicant support and clearer explanations of what the fee covers (administration, review) would help small-business compliance.
What happens next: Staff will draft proposed fee language and bring it back to the committee and council for potential adoption. The council did not change existing fees during the meeting.
