"That's going to be a cost of $2,820," Pals said, and recommended the payment for the contractor's certified work.
Streetscape and road program bids: The Johnson Avenue streetscape pay application presented covers additional curb, sidewalk and roadway widening for $39,419.10. Bids opened May 6 for the township’s 2026 road program; Pals said AFD Damon Company was the low bidder on the base bid at $53,584. Four alternates were submitted: Creek Parkway $30,085; Chelsea Parkway $38,415; Arlington Road $16,645; Kingsman Road $29,318. Pals recommended awarding the base bid and the Chelsea Parkway alternate.
Twin Oaks entrance: the contractor requested a $2,200 change order and a 30‑day extension, saying it could not access CAD files from the previous engineer and its surveyor could not complete layout without them. Pals said he has asked the county to review whether the change order is appropriate and recommended paying the $2,200 if the county approves to avoid further delay. "The previous engineer is just not releasing those files," he said, and contractors reported they had expected the electronic CAD deliverables when they bid the job.
What comes next: county approval is pending for the Twin Oaks change order; pay applications and recommended awards for the 2026 road program will move to the business meeting agenda for formal action. The engineer said Kingsman Road project is approaching substantial completion and that remaining work is primarily punch‑list items.
