Washington County approves KB Engineering contract for Drifting Ridge and OKs UV equipment budget amendment

Washington County supervisors voted May 22 to award an engineering contract for the Drifting Ridge sewer project to KB Engineering and to approve a budget amendment to repair aging ultraviolet disinfection equipment at the county plant.
Kevin Stewart, speaking for the sewer district, told supervisors that after a supplemental request for fee proposals KB Engineering submitted the lowest fee — 11.1% of the total project cost — and recommended awarding the contract for $146,895. "KB Engineering came in lowest at 11.1% of total project cost," Stewart said. The board moved and approved the RFP award by voice vote.
Stewart also requested a $31,236 transfer from fund balance into plant maintenance lines to cover an atypical number of UV lamp and parts replacements this season. He said the plant normally budgets for four to five bulb replacements each year but required about 18 bulbs this cycle. "We budget for repairs to this equipment every year, but it's getting older and we ran into a lot more needed repairs and parts this year," he said. Supervisors discussed whether the cost should be charged to capital reserve or regular operating funds and approved the finance action.
The board also directed staff to verify or create a capital project for Drifting Ridge so that borrowings and construction phases can be properly scheduled; supervisors approved sending the capital‑project request to finance.
Next steps: staff will finalize contract documentation with KB Engineering and proceed under the county's finance schedule; the capital project will be established or confirmed and linked to planned borrowings for construction.
