Duncanville renames Shady Trail Drive to honor longtime utilities employee Bill Wilburn

The Duncanville City Council voted May 5 to rename a stretch of Shady Trail Drive to Bill Wilburn Drive in recognition of Bill Wilburn’s long service with the city’s utilities division.
Public Works Director Matt Bryant introduced the ordinance, describing Wilburn’s technical contributions and recounting that instrumentation and redundancies he helped install were vital during the winter storm Uri. Bryant told council staff and community outreach identified one adjoining property owner (Italy Pharmacy) who did not respond to notices; no speakers registered opposition at the public hearing.
Councilman Mcburnett moved to approve the ordinance and Councilman Koontz seconded the motion. The council voted to adopt the amendment. Mayor Greg Contreras invited Wilburn to the podium, and Wilburn accepted the honor, saying the work had felt personal: "The water system was my baby... I spent many nights and days after hours because it belonged to me," he told the council.
Staff noted the renaming affects addressing and City systems (postal coordination, GIS and signage updates) and said the change would take effect immediately once recorded. The city will notify utilities and update online materials and wayfinding as part of implementation.
