Board warned retiree health costs could rise more than 50%; pensions diverge
Summary
At the Feb. 24 workshop staff reported TRS contributions down to 8.24% (district bill ~ $8.3M) while ERS rose to ~17.6% (~$4M). Retiree Medicare-plan costs were projected to rise about 50% — and new data suggests they may increase even more for Jan. 1, 2027.

A staff member told the board at its Feb. 24 workshop that the district faces significant uncertainty in benefits costs, with the Teachers’ Retirement System (TRS) rate at 8.24% and the Employees’ Retirement System (ERS) contribution around 17.6. “TRS is down to 8.24,” the staff member said; later the staff member said ERS remains considerably higher, creating one of the widest gaps the presenter recalled since the late 1980s.
The retiree-health outlook is especially urgent. The presenter said earlier projections showed roughly a 50% increase in retiree Medicare-plan (RASP) costs for next year, and information the district received that afternoon indicated the jump for Jan. 1, 2027 could be larger. The staff member said districts statewide are analyzing marketplace changes and that the district will return with updated figures at the next workshop.
Why it matters: Pension and retiree-health contributions are major drivers of the district’s benefits budget and affect the operating levy and program choices. The presenter emphasized that active-plan budget impact can also swing sharply based on enrollment changes during October/November open enrollment — the example given showed a 20-person enrollment shift could add roughly $529,500 to the budget.
Board questions and next steps: Board members asked whether legislative action could affect contribution rates; the presenter said changes would likely affect future years and not the 2026–27 budget. Staff will analyze retiree-plan estimates and report updates at the next workshop.
