Planning commission backs rezoning of 2-acre parcel into Adaway Crossing PUD

The Florence Planning & Zoning Commission voted to recommend approval of a rezoning that would bring a 2-acre parcel north of Hunt Highway into the Adaway Crossing planned unit development.
Staff introduced the request as case PZ-26-16 and said the parcel (APN 200-24-00009F) currently sits as part of the Merrill Ranch PUD. Staff recommended forwarding a positive recommendation to Town Council, noting the application included the required public outreach and statutory noticing and that proposed uses meet the site requirements for the Adaway Crossing PUD.
Julie Vermillion, representing applicant CVL Consultants, told commissioners the request is intended to activate a small vacant outparcel by incorporating it into the Adaway Crossing PUD and adding a cul-de-sac with about five lots. "We used approximately just not to nail us down, but we will have an overall maximum of four dwelling units per acre," Vermillion said, describing the plan as conforming to the PUD's suburban neighborhood place type and the existing maximum density.
Commissioners raised practical concerns and offered suggestions during discussion. One commissioner thanked the applicant for configuring lots to provide safe access for schoolchildren. Another asked the applicant to confirm the "approximately five lots" language; Vermillion said the intent is five lots but engineering will confirm the final lotting and the project will remain within the four-units-per-acre maximum.
There were no speakers during the public hearing. After discussion, Commissioner Leman moved to recommend approval and Commissioner Woolly seconded. The commission voted in favor and will forward the recommendation to Town Council for final action.
The council hearing on the rezoning is scheduled for June 16. The recommendation includes the conditions listed in the staff report; those conditions were not read in full on the record at the commission meeting.
The commission also requested that applicant and staff explore a designated pedestrian pathway connecting the new cul-de-sac to the adjacent neighborhood to improve safe routes to school. That coordination was discussed as a follow-up item for the applicant to work with owners of Merrill Ranch.
The commission proceeded to other agenda items after forwarding the recommendation.
