Mr. Fiser summarized the subcommittee’s intended composition: one member recommended by the Cass County Joint Water Resource District; one by the Morehead Clay County joint powers authority; two full-time producers from the Richmond/Wilin joint powers authority (these producer nominations were still pending); and three nominees from the lands committee, two of whom should have technical backgrounds. Mr. Fiser recommended manager Gust, Bob Zimmerman and Nathan Borboom as the committee’s three nominees.
Committee members noted that other entities have already recommended names (the transcript records Commissioner Mojo as being recommended by Morehead Clay County and manager Lafayette as recommended by the Cass County joint powers authority) and that legal counsel had requested producer names from the Richmond/Wilin JPA. One committee member offered the motion to recommend the slate as presented; another member seconded. The recommendation to the Diversion Authority was approved by roll-call vote.
What happens next
The recommendation is advisory: the Diversion Authority makes final appointments. The lands committee will continue outreach to secure two full-time producer nominees for the Richmond/Wilin JPA and provide any technical information requested by legal counsel or the Diversion Authority.
