Select Board endorses AMPUP comprehensive plan after debate over outreach and housing

The Arlington Select Board voted on May 18 to endorse the AMPUP comprehensive plan update, following a presentation from Claire Ricker, the town's director of planning and community development, and an extended discussion among board members about public engagement, housing and permitting.

Ricker told the board the plan was developed over 18 months with consultant Stantec and an AMPUP advisory committee. She said the draft addresses state-required elements under Massachusetts General Laws, chapter 41, section 81D, and includes a vision, goals, topic-area strategies and an implementation chapter identifying lead departments and timelines. "Arlington strives to be a welcoming town that supports a diverse population and a variety of housing options, fosters thriving business districts and vibrant neighborhoods, protects the natural environment, and encourages a strong shared sense of community and civic involvement," Ricker read from the vision statement.

The plan emphasizes interconnected strategies for land use and zoning, housing diversity (including expanded accessory dwelling units), transportation and connectivity, economic development and sustainability. Ricker reported substantial public engagement via workshops, pop-ups, surveys and interactive maps; the staff summary said the project generated more than 6,000 website visits and thousands of interactions.

Select Board members generally expressed support for the document but raised concerns about engagement and some missing detail. Diane Mahan said she was encouraged by the social-work emphasis in veteran services and praised the work overall but pressed for more in-person outreach and expressed concern that some workshop comments were not captured by note-takers. "When you ask for input, just take it all," Mahan said, urging clearer capture and attribution of public comments.

Other members said the plan correctly identifies permitting as a barrier to economic development and welcomed strategies to streamline the process. One board member asked for more explicit attention to the Mugar property and the town's remaining open-space acreage; Ricker acknowledged open-space preservation is addressed in the plan but noted some implementation items will require town-meeting action, zoning changes or additional funding.

Mrs. Mahan moved favorable support/endorsement of the AMPUP comprehensive plan; the motion was seconded and carried on a voice vote.
